Kyle 51b19ebe48 Include build:launcher in main build script 
The launcher source lives in launcher/*.ts and the generated artifact
at dist/launcher/subminer must stay in sync. Adding build:launcher to
the build pipeline ensures launcher changes are validated and packaged.
