Config Settings Window

Goal

Add a dedicated configuration window that groups settings by user workflow while saving back to the existing config.jsonc paths.

Notes

Full current config surface, excluding legacy/ignored compatibility keys.
Preserve JSONC comments/formatting when saving.
Surface hot-reload vs restart-required results.
